Plans, Reports and Studies

To help guide the work of the City, staff will undertake various studies or master plans. You can find the most recent versions of most of these strategic documents below. 

Our Community Strategic Plan and Integrated Community Sustainability Plan was adopted by Council in 2013. The 20-year plan establishes a collective vision to guide Council and staff in creating a desired path for the community to 2031. 

In January 2023, Council directed staff to plan a Strategic Priorities workshop with Council to provide an update on progress towards the goals in the Strategic Plan, identify any new or emerging issues the City needs to address and develop an updated list of priority actions.

The North Woodstock Facility Feasibility Study will validate recommendations of the 2021 Facility Needs Study regarding a potential community centre at Cowan Fields. The project officially got underway May 2024. The study will make recommendations on possible facility details include size, amenities and estimated construction cost per square foot. It will also include options for phasing in development based on capacity and budgetary needs.

As part of the 2021 Facility Needs Study, a future community centre was recommended to be developed at Cowan Fields (located at 1459 Devonshire Ave.). Some of the amenities that were proposed based on the information available at the time included:

  • A new indoor arena (with the potential for a twin pad based on need)
  • Gym
  • Multi-purpose program/Youth room

As part of the 2024 scope of work, consultants will review historical, current, and forecasted population growth as well as consider changes to the community and recreation trends since the 2021 study. The consultants will also provide comment on water amenities.

The consultants provided an update to Council at the Nov. 7, 2024 meeting. At the same meeting, Council directed staff to seek input from the public to help inform future decisions as planning for the new facility continues.

Council approved the updated Transportation Master Plan in June 2025. The plan will ensure our existing transportation network is prepared to handle the growth of our City. It will also serve as a road map for the short, medium and long-range transportation infrastructure updates that are needed through to 2043. 

Overall, the plan will guide how we:

  • Develop our roadways.
  • Coordinate infrastructure improvements with land uses.
  • Provide sustainable and integrated transportation facilities, and services to ensure enhanced mobility, accessibility, and connectivity.
  • Respond to future growth and demand on our transportation network.
  • Provide for Active Transportation and multi-modal / complete streets within the City’s built-up communities, to ensure forecasted future traffic volumes are adequately accommodated by the City’s Road Network.
