TAKE NOTICE that the Council of the Corporation of the City of Woodstock passed By-law Number 9824-26 on April 16, 2026, to designate lands and premises municipally known as 259-261 Park Row (Hawkins Chapel, the British Methodist Episcopal Church and Park Row Community Chapel), in the City of Woodstock, in the County of Oxford, Province of Ontario, as a property of cultural heritage value or interest under Part IV, S.29 of the Ontario Heritage Act, R.S.O. 1990.
Description of Property
The property is known by three names: the Hawkins Chapel, the British Methodist Episcopal Church (BMEC) and the Park Row Community Chapel. The property is located on the north side of Park Row, just west of Mill Street in the City of Woodstock and comprises one legal lot described as Part of Lot 1 on Plan 55. The property is improved and includes two buildings – the former church and adjacent manse.
The property was originally comprised of all of Lot 1 on Plan 55 and was known municipally as 257 Park Row. When the buildings were converted to residential dwellings the City assigned each building its own address: 259 and 261 Park Row.
As required under Section 29 of the Ontario Heritage Act, the City of Woodstock is hereby providing notice of its decision to the property owner and the Ontario Heritage Trust.
Appeal to the Ontario Land Tribunal
TAKE NOTICE that an appeal of the Designation By-law for the Property by those persons permitted to appeal under Section 29 of the Ontario Heritage Act may be made by submitting a Notice of Appeal with the Ontario Land Tribunal and City Clerk of the Corporation of the City of Woodstock, Attention Jeff Bunn, Deputy City Clerk, 500 Dundas Street, Woodstock, ON, N4S 0A7, by 4.30 p.m. on or before Thursday, May 21st, 2026 (within 30 days of this notice), accompanied by the fee charged by the Tribunal. A Notice of Appeal must set out the reasons for the objection to the Designation By-law. If you wish to appeal to the Ontario Land Tribunal (OLT), forms are available from the Ontario Land Tribunal website at https://olt.gov.on.ca
