Voting Credentials

Visit the City Clerk's Office at City Hall (500 Dundas Street) before voting. An authorized election official will review the information and make any permitted correction. Do not cast your ballot if you believe the ballot assignment is incorrect, because a ballot cannot be changed after it has been cast. 

The Online Voting period opens October 10, 2026 at 10:00 a.m. and closed October 25, 2026 at 8:00 p.m.

You need your Voter Notification Letter, access to the official voting website, and the additional identity information requested on the login screen including your unique 16-digit voting PIN, birth date and a cellphone number (to receive your One Time Password). 

The voting PIN is a unique 16-digit credential issued to an eligible elector for the election. It is used with additional authentication information to access the voting process. 

Visit the City Clerk's Office at City Hall (500 Dundas Street) in person. An authorized election official will follow the City's identity-verification and replacement-credential procedure before issuing a replacement. 

If you do not receive a Voter Notification Letter, you can still vote in person during Advance Polls or on Voting Day.

To vote in person, you must bring an acceptable piece of identification showing your name and qualifying Woodstock address.

The original PIN is not simply disclosed again. Contact the City Clerk's Office immediately at 519-539-1291. An authorized election official may disable the previous PIN. You must visit the City Clerk's Office at City Hall (500 Dundas Street) to be issued a replacement PIN after verifying your identity and completing any declaration or other process required by the Returning Officer.

An elector may cast only the ballot for which they are eligible. It is a criminal offense to vote more than once. If you have received two Voter Notification Letters, contact the City Clerk's Office at 519-539-1291 so that duplicate records or credentials can be reviewed and the unused credential can be disabled if required. 

Contact the City Clerk's Office immediately at 519-539-1291 and do not attempt to obtain or use another person's credentials. If an elector’s credentials appear already used, the Returning Officer or their designate will investigate that matter. If satisfied the elector did not vote, the Returning Officer may disable the original credentials and issue a new PIN. The matter may be referred to law enforcement for further review. 

Do not share it. Your PIN and other authentication information are confidential voting credentials. Election Officials will never ask you for your PIN. No one should ask you to disclose your PIN. 

Accessing the Voting Portal

A mobile OTP as an additional identity-verification step for online voting. After entering your voting PIN and date of birth, you will be asked to verify your identity using a code sent by text message before you can access your ballot. 

Select Mobile OTP, enter a mobile phone number that can receive text messages, and select Send verification code. A six-digit verification code will be sent to the number you entered. 

Enter the six-digit code in the boxes displayed on the screen and select Verify. The verification code is valid for five minutes. 

Confirm that the displayed mobile number is correct. If it is incorrect, select Change mobile number and enter the correct number. If the number is correct, wait 60 seconds and then select Send a new code. Your phone number is used for authentication only. It is not attached to your ballot or used to determine how you voted. 

If you do not have a mobile phone or cannot receive text messages, you can still vote in person during Advance Polls or on Voting Day. To vote in person, you must bring an acceptable piece of identification showing your name and qualifying Woodstock address. 

Use only the web address provided in the municipality's official election materials or the URL provided within your Voter Notification Letter. Check that the address is correct, the connection uses HTTPS, and the browser does not display a certificate or security warning. If a warning appears, stop and contact the City Clerk's Office at 519-539-1291.

Do not use a voting link provided through an unverified message or website. 

The Sequent online voting solution can be used from a supported desktop computer, laptop, tablet, or smartphone with an internet connection and a current web browser. Common current browsers include Chrome, Safari, and Firefox.

If your device or browser does not work with the Voter Portal, try a current version of another common browser or use another supported device. If your device is not functioning properly, or not enabling you to access the online voting solution, you can still vote in person during Advance Polls or on Voting Day. To vote in person, you must bring an acceptable piece of identification showing your name and qualifying Woodstock address.

Yes. The voting solution is designed for common smartphones and tablets. Use a current browser version, a stable internet connection, and the official voting link provided by the City of Woodstock.

Use a current browser with JavaScript and cookies enabled so the Voter Portal can maintain a secure voting session. Use the navigation controls displayed in the portal rather than the browser's Back button. If private or incognito browsing prevents the portal from working correctly, use a standard browser window.

Yes, the online voting solution is enabled for both English and French.

The City of Woodstock does not offer voting kiosks to facilitate online voting. City Hall (500 Dundas Street) services as the City's Voter Information Centre. You can visit City Clerk's Office at City Hall or call 519-539-1291 during regular business hours 8:30 a.m. to 4:30 p.m. for support. A support person, interpreter, or election official may assist where permitted by the Clerk's procedures, but must preserve ballot secrecy and act only on the elector's instructions.

 

 

Check that the PIN and any additional requested information have been entered exactly as instructed. For online or telephone voting, enter the year, month, and day in YYYYMMDD format if that is the format requested. If the error continues, contact the City Clerk's Office at 519-539-1291. Repeated unsuccessful attempts may trigger configured security controls. 

The human-verification check, sometimes called CAPTCHA or Cloudflare verification, helps prevent automated or unauthorized attempts to access the Voter Portal. Complete the on-screen check before continuing.

The voting period has not started, or the voting channel is not currently available. Confirm the official opening date and time shown in the Voter Notification Letter or on the City's election website. 

Vote early and avoid missing the deadline. Online voting ends at 8:00 p.m. on October 25, 2026. If you are already in the process of completing your online ballot when voting closes, you will have a 20-minute grace period to finish and submit your ballot. This grace period is automatic and cannot be extended.
If you miss the online voting deadline, you can still cast your ballot in person on Election Day at any of the City's four voting locations between 10:00 a.m. and 8:00 p.m.

Confirm that your internet connection is working, wait briefly, and try the official website again. If the message continues, use the municipality's published support channel. Do not use a link provided through an unverified message or website. 

You can still vote in person during Advance Polls or on Voting Day. To vote in person, you must bring an acceptable piece of identification showing your name and qualifying Woodstock address.


Online voting sessions are limited to 20-minutes. No ballot is recorded unless you reach the final submission step and receive confirmation that the ballot was successfully cast. Sign in again using your credentials and follow the on-screen instructions. Partial or abandoned selections are not included in the tally.

Return to the official Voter Portal and sign in again. If the system shows that you have already voted, the ballot was successfully submitted. If voting is still available, the ballot was not cast and you will start the process again. Contact the City Clerk's Office at 519-539-1291 if you are uncertain. 

Yes. The system supports separate voting sessions on the same device. Each elector must use their own credentials. After a ballot is completed, select Finish and ensure the previous session has ended before the next elector signs in. 

Casting a Ballot

Open the official voting website, sign in using the required credentials, select the election, and follow the instructions. Make your selections, review the ballot, and choose the final cast option only when you are ready to submit it. A confirmation screen and Ballot Identifier are displayed after a successful submission where these features are enabled. 

Yes. The Voter Portal includes a review step before final submission. Use the available navigation controls to change selections before selecting the final cast option.

Once the ballot has been successfully submitted and the system confirms that it has been cast, it cannot be changed. The elector's voting status is updated so the same credentials cannot be used to cast another ballot. 

An entirely blank ballot is permitted, but voters will be notified if this is the case. An undervote occurs when you select fewer candidates than the maximum number permitted in a contest (e.g., casting a vote for 2 City Councillors, instead of the maximum of 4); the system will not warn you that one or more contests may be incomplete in the event of an undervote. 

An overvote is permitted, however, the voter will be notified and required to review and confirm their selections before they are able to submit their ballot. If an elector overvotes, no votes for that specific office will be counted. All other eligible votes for other contests will be counted in the final tally.

A Blank Vote may be recorded by proceeding through all of the contests without making a selection. The contests will appear as blank on the Review screen and will be reflected in the applicable portal or results reporting.

A declined (or spoiled) ballot is also not counted as a vote for any candidate, and can be done intentionally by pressing the 'decline to vote' button at the beginning of the voting process. 

Confirmation, Privacy, Security and Audit

After final submission, the Voter Portal displays a confirmation that the ballot was received and provides a unique Ballot Identifier where this feature is enabled. A QR code may also be provided. If you do not receive the confirmation, do not assume the ballot was cast. Sign in again or contact the City Clerk's Office at 519-539-1291 for assistance.

The Ballot Locator Tool allows a voter to confirm that the encrypted ballot associated with the receipt has been received and recorded in the electronic ballot box. It does not display the selections made on the ballot, link the ballot to the voter's identity, or prove how the voter voted.

Printing is optional. Save the on-screen Ballot Identifier if you plan to use the Ballot Locator. Refer to the portal, your Voter Notification Letter, or the City's official election website to confirm whether a QR code and Ballot Locator are available and how to use them. 

Online ballot selections are encrypted in the voter's browser before transmission. Encrypted ballots are anonymized through a verifiable mixnet before decryption and counting. The voting process separates voter identity from ballot choices, and the receipt does not reveal the selections.

The system validates encrypted ballots when they are submitted and records them in the electronic ballot box with cryptographic protections. Sequent produces verification evidence showing that ballots were correctly mixed, decrypted, and counted. Sequent also provides immutable election and administrative logs, voter-facing verification tools, and an Election Verifier for checking the cryptographic evidence produced during tallying. Audit information excludes ballot selections linked to identified voters.
