Background

Bill 3, the Strong Mayors, Building Homes Act, 2022, received Royal Assent on Sept. 8, 2022, and came into force on Nov. 23, 2022. The Act initially applied to the City of Toronto and City of Ottawa, but has since been expanded to other large and growing cities across Ontario, including the City of Woodstock.

This legislation and associated regulations (O. Reg. 530/22 and O. Reg 580/22) provide the Mayor with additional powers beyond those previously set out in the Municipal Act, 2001. These powers took effect Oct. 31, 2023 by O. Reg 331/23.

Staff provided a high-level overview on the Mayor’s additional powers at the Council meeting on Sept. 7, 2023

Additional information on the legislative framework will be added as required.
