Downtown Streetscape Masterplan

Downtown Streetscape Phase 1

Full of character. Welcoming. A strong sense of community. That's what we're striving for in our Downtown. 

In October 2022, Council adopted the Downtown Streetscape Master Plan and in March 2024, Council approved a phased approach to implementation. Phase 1 (the section of Dundas between Riddell Street and Wellington Street) was completed in August 2025 and the section of Dundas Street in Phase 2 has reopened as of Oct. 23 while finishing work is being completed on the sidewalks, street furnishing and signage.  

Phase 2

Phase 2 included the reconstruction of Dundas Street between Light Street and Graham Street. This phase got underway July 28, 2025 and the street reopened to traffic Oct. 23, 2025. Off-street finishing work will continue through the end of October. 

Overview

Start date: July 28, 2025

Duration: Approximately 14 weeks

Construction area: Dundas Street from west side of Brock / Light Streets to west side of Graham Street.

Road closures: Dundas Street west of Brock / Light Streets to Graham Street.

Planned detours: Huron Street to Ingersoll Avenue to Vansittart Avenue and vice versa.

Traffic Detour

The street has reopened and all detours have been removed. 

Transit Detour

The following routes will be affected by the Dundas Street closure. Some stops will be closed, with temporary stops added during the construction period. 

Phase 1 Transit Detours 

Phase 1 work is complete and the street has reopened to local traffic. Note there are still detours in effect to bypass the Wellington Street construction between Dundas Street and Peel Street. 

Phase 2 Transit Detours

Dundas Street has reopened to traffic as the contractors complete the final off-street work on Phase 2 of the Streetscape. Buses returned to their regular routes as of Friday, Oct. 24, 2025.

Phase 2 Construction Updates

Information about the project status will be updated regularly throughout the construction period. All stores and businesses in the construction area will remain open throughout construction. A detour will be in effect starting July 28. 

Oct. 23, 2025
Dundas Street officially reopened on Oct. 23. Work continues over the next week to address deficiencies, complete street finishes and install signage. Please continue to use caution around outstanding work.
Oct. 3, 2025

The south sidewalk and coloured concrete has been completed. Traffic light poles, junction boxes, cabinets, and fixtures have also been installed. The next two weeks will be quite busy on the site. Sidewalks and coloured concrete will be completed on the north side. Street light poles and fixtures will be installed as well at tree grates, guards and trees. Site furnishing will be installed as well as the stamped asphalt.

Much of the outstanding work is weather dependent, however the schedule should allow for completion of Phase 2 over the next couple of weeks. 

Sept. 12, 2025

Work is progressing in Phase 2 of the project. In the last few weeks curbs have been installed at the intersection of Brock, Light and Dundas Streets, the south limit and the Perry Street and Dundas Street intersection. Pole bases and irrigation conduits are complete. 

Upcoming work includes sidewalks, coloured concrete and asphalt. Sidewalk installation on the south side of Dundas Street between Brock Street and Perry Street is scheduled for Sept. 15 - 18. There will be intermittent closures starting Saturday, Sept. 13 as the existing sidewalk is removed and the new sidewalk is poured.

The contractor will be working extended hours and Saturdays to keep the project on schedule. 

Aug. 15, 2025

Construction is progressing as expected. All lights, traffic signals, planters and asphalt have been removed.  Installation of soil cells, storm structures, electrical and irrigation ducts has been completed on the south side. Over the next two weeks soil cells, storm structures, electrical and irrigation ducts will be installed on the north side and curb installation will begin.

 July 22, 2025

The main detour remains in effect for Phase 2. Local traffic will be maintained except for the Brock / Light Streets and Graham Street. Fencing will be installed starting July 28 and detours will be in effect. Work will then begin to remove street furnishing, traffic lights and concrete.

Phase 2 Parking

There is plenty of convenient parking, even during construction. For easy access to businesses in the Phase 2 construction area, the following lots offer 248 parking spaces. Please check lot signage as some offer 2 hour free parking and others are pay and display lots or permit parking.  

  • Lot 1 - Brock Street Lot (68 spaces) - Permit or Pay and Display
  • Lot 2 - Old Fire Hall Lot (9 spaces) - Permit or 2 hour free parking
  • Lot 3 - Perry Street Lot (28 spaces) - Permit or 2 hour free parking
  • Lot 8 - Light Street Lot (68 spaces) - Permit or Pay and Display
  • Lot 9 - Graham Street Lot (67 spaces) - 2 hour free parking
  • Lot 10 - White's Lane Lot (8 spaces) - 2 hour free parking

Phase 1 is now complete and the street has reopened to local traffic. 

Phase 1 Construction Updates

July 24, 2025

Work is almost complete with finishing touches currently underway. Stamping has been finished and final line painting will happen over the weekend. The Phase 1 section will reopen to local traffic on Monday, July 28. 

July 7, 2025

The site furnishings (benches, bike racks, planters) have been installed as have the light poles and attachments. The coloured concrete has been washed and sealed. Ninety-five per cent of the line painting is complete. The asphalt stamp is in production and once it arrives, the asphalt will be stamped and line painting will be finished. Finishing touches include installation of the projection lighting, catenary lighting and lines and lighting photocell. 

All businesses remain open and pedestrians can access the street and all stores, services and restaurants.  

June 24, 2025

Asphalt and concrete work has been completed and is now curing before final sealing. Trees, light poles and bollards have been installed and electrical work has begun. Remaining work includes power washing and sealing concrete, finalizing electrical and installing street furnishings. The construction area is expected to remain closed to vehicles until after Streetfest on July 18, 19, however pedestrian access remains open. 

June 6, 2025

Over the past few weeks work has been progressing well, despite some rain days. Coloured, stamped concrete has been completed on corners and started on the north side sidewalks. Bollards, tree grates as well as sign and light pole bases have been installed. Concrete pouring and stamping will continue over the next couple of weeks and street light and traffic signal installation will take place. 

May 13, 2025

Work has been progressing smoothly. Watermain and storm drains have been installed, electrical work has been completed. Base layer asphalt is being laid May 13 and 14 followed by installation of the bases for the light poles. Sidewalk installation is schedule to begin May 15 and will continue for approximately two weeks. 

March 12, 2025

Road closure notification signage was installed the week of March 10. Fencing will be installed starting March 24 and detours will be in effect. Work will then begin to remove street furnishing, traffic lights and concrete starting at the Dundas Street and Wellington Street intersection.

Background

In October 2022, Council adopted the Downtown Streetscape Master Plan. The plan outlines design concepts, recommended materials, proposed phasing and cost estimates and was one of the top priorities identified in the Downtown Development Plan

Project Area

Downtown Woodstock is the most intensive and functionally diverse area of Woodstock, serving as the primary business, cultural and administrative centre in the County. It has a distinct heritage character and a thriving commercial area.

The central area focuses on the Dundas Street corridor from Graham Street to Wellington Street. This area is the heart of the Downtown. With the proximity of City Hall, Museum Square, and other important destinations, it makes this the most active area of the Downtown. 

Extensive consultation was undertaken throughout the process and the City received tremendous feedback, with more than 1,000 responses to the online survey collecting input on the design options. The Master Plan aims to address areas of concerns identified through the consultation and will add in accessibility features to create a more inclusive environment for everyone. Specifically, the project will include removing the existing surface materials (asphalt, concrete, paving stones and lighting) and replacing with new asphalt, including textured asphalt sidewalks, rolled curbs, new lighting and new street furniture. 

Parking has been modified in select locations to allow for bump-outs and enhanced pedestrian crossings. This ensures a well connected, active space that emphasizes pedestrian safety. Several streets terminate at Dundas Street within this area. These terminating views provide an opportunity for Public Art and enhanced vistas along the streetscape.

 Implementation of the Master Plan

In March 2024, Council directed staff to proceed with implementation of the streetscape for the section of Dundas between Riddell Street and Wellington Street. Completing the project in phases will showcase what the completed project will look like and allow us to test the functionality and adjust any improvements on future phases.  

The project has been broken down into the following phases:

- Phase 1 (Wellington to Riddell) and Phase 2 (Light to Graham) have been approved by Council and are proceeding in 2025. The approximate cost for these two phases is $5.7M

- Phase 3 (Graham to Riddell), Phase 4 (Vansittart to Light) and Phase 5 (Wellington Street to Beale Street) are included in the capital budget forecast for 2026 – 2028, however each phase will come back for approval as part of the annual budget process. The estimated cost of phases 3 – 5 is approximately $10M.

- Phase 6 is the redevelopment of Museum Square. This portion of the project has not been approved by Council. Depending on the features and amenities included, staff estimates the cost could be in the range of $10-15M.

- Phase 7 is an addition to City Hall. Again, this phase has not been approved by Council and the project has not progressed enough to provide an accurate cost estimate. However, based on preliminary discussions it could be in the range of $12 – 17M.

 Overall Concept

The master plan proposes a streetscape and public realm vision for Downtown Woodstock. This proposed plan and overall implementation strategies look at the entire Downtown stretch, from Vansittart Avenue to Beale Street / Bay Street. This master plan proposes a continuous approach throughout the Downtown, with unique interventions based on site specific needs. The plan also recognizes the current character of the Downtown and seeks to develop a phased approach in which Woodstock’s Downtown can continue to grow, thrive and invite public use.

The plan will:

  1. Strengthen existing historical characteristics - Embrace the existing heritage and culture of Woodstock Downtown, and as a City.
  2. Update and provide accessible street furnishings - Enhance existing lack of street furniture and ensure that accessibility and comfort is at the forefront.
  3. Provide safe crossings and well defined crosswalks - Enhance crosswalks and provide safe travel for all modes of transportation.
  4. Expand the vegetation and promote healthy vibrant trees - Provide space for plants to thrive including trees, native shrubs and perennials and hanging baskets.
  5. Provide timeless materiality - Allow for materials that are durable and can be maintained in the future.
